The Department of State Law Disciplines was established simultaneously with the Institute of National and International Law.
The first head of the department was Associate Professor Natalia Ivanivna Dolmatova. For many years the department has been headed by Professor Anatolii Fedorovych Kryzhanovsky. Since June 1, 2016, the department has been headed by Professor Natalia Mykolayivna Krestovska.
The department provides fundamental training for students from the first year of their studies, as profound basic knowledge is the key to the successful acquisition of special subjects in the future. The staff of the department uses the rich experience of Odesa law school in scientific research and pedagogical work with students and cooperates with the similar departments of National University «Odesa Law Academy», National University Of Kyiv-Mohyla Academy, National Academy of Internal Affairs of Ukraine and many others.
The professionalism of modern educationists depends on providing new educational technologies and innovative directions for scientific research. The department lecturers have developed a number of training courses in accordance with the educational programs of the Bachelor, Specialist, Master, and Ph.D. program. The department was the first in Ukraine to introduce such subjects as "Interpretation of Legal Acts" (Professor A.F. Kryzhanovsky, Associate Professor N.B. Arabadzhi), "Legalization in the Mechanism of Law", "Legal Techniques and Technologies " (Associate Professor D.G. Manko).
Presently, the staff of the department embodies the optimum ratio of experienced educators, leading scientists and prospective young educators and scientists.
It is necessary to emphasize that the staff of the department are of the author team of such publications as "Jurisprudence of Ukraine" and "Introduction to Ukrainian Law" edited by Academician S.V. Kivalov, “General Theoretical Jurisprudence”, “Creativity of General Theoretical Jurisprudence”, edited by National Academy of Law Sciences Corresponding Member Yu.M. Oborotov.
An important sphere of the department is the training of academic professionals. Presently, the dissertation research for postgraduate students is guided by Professors A.F. Kryzhanovsky, N.M. Krestovska, V.V.Dudchenko, Yu.M. Oborotov, Associate Professors N.I. Dolmatova, D.G. Manko.

In 2007, at the decision of the Academic Council of the International Humanitarian University, a new department was established, namely, the Department of Constitutional Law and Public Administration, which became part of the Institute of National and International Law. The first head of the department was Professor Ivansky Andriy Yosypovych. From 2009 to April 2016, the department was headed by the Ph.D. of Legal Sciences, Associate Professor Denis Kravtsov. From April 2016 to November 2017 the department was headed by Doctor of Legal Sciences, Professor Nesterenko Alla Stanislavivna.

The department provides basic training of students of the International Humanitarian University in the following disciplines: "Legal Deontology", "Constitutional Law", "Constitutional Law of Foreign Countries", "Administrative Law", "Local Self-Government in Ukraine", "Administrative Justice in Ukraine", "Financial Law, Tax Law, Customs Law, etc.
The Department of Constitutional Law and Public Administration aims to facilitate the training of highly qualified personnel of modern lawyers, experienced specialists in the problems of constitutional, administrative, financial, tax and banking law, which are widely required by organizations of large, medium and small businesses, non-profit enterprises, higher educational institutions, as well as structures.

There is a  scientific student club of the department that helps students to carry out their first steps in science on the problems of constitutional, administrative and financial law.
The results of the research of the department are contained in a series of scientific articles published in domestic and foreign publications and collections, which are in the leading libraries of Ukraine.

The Department of Criminal Law, Trial and Forensic Science was established in 2007. From 2003 to 2007, it was named the Department of Criminal Law.

Most of the teaching and postgraduate staff of the department have considerable experience in law enforcement agencies: internal affairs bodies, security agencies, border guard service, prosecutor's office, advocacy.
From the moment of its formation, the department was headed at different times by: Associate Professor, Candidate of Science in Economics. A. S. Sainchin, Associate Professor, Doctor of Laws. Y. O. Gurji. As a head of formation and development of the department, a significant contribution was made by Doctor of Law, Professor, Corresponding Member of the National Academy of Legal Sciences of Ukraine, Honored Worker of Science and Technology of Ukraine Vasyl Bernaz.
Currently, the department is headed by Doctor of Laws, Professor Similar Alexander.
Since 2011, a postgraduate course in the specialties has been opened: «12.00.08. - criminal law and criminology; criminal law "," 12.00.09. - criminal proceedings and forensic science; forensic examination; operative-search activity », and since 2013 - doctoral degree in the specialty 12.00.09.
The department provides teaching of the following disciplines: "Criminal Law", "Criminology", "Criminal Enforcement Law", "Criminal Procedure", "Criminalistics", "Fundamentals of Operational Investigation Activity", "Forensic and Psychiatry", "Judicial and Law Enforcement" bodies of Ukraine "," Advocacy "and others.
Teachers of the department are constantly working on the development and improvement of educational programs, methods of lecturing, conducting practical classes. The training is organized according to the requirements of the Bologna process.
Having implemented the specialization “Criminal Justice”, the “Detective” circle is actively working, in which leading scientists, the most experienced teachers and law enforcement officers are engaged in students with such relevant areas as tactics of conducting investigative (investigative) actions, detecting traces of crime. and conducting forensic investigations, establishing criminals in the footprints, diagnosing lies in the process of communication, getting acquainted with the work of the polygraph, sports and practical shooting, visiting su meetings, penitentiary institutions, human anatomy museums, police history and more.
The team conducts an active research work within the framework of two scientific schools functioning at the department: "Actual problems of improving the procedural, criminalistic and operational-investigative foundations of criminal justice" (Professor OO Similar).
Annually, in the first decade of October, with the support of the National Academy of Legal Sciences of Ukraine, with the publication of the collection of materials the department conducts an international scientific-practical conference "Actual problems of criminal law, process and criminalistics", as well as in the third decade of March - an all-Ukrainian scientific conference , graduate students and young scientists.

The staff of the department made a number of scientific and practical comments on the legislation: the Criminal Procedure Code of Ukraine (VD Bernaz), the Law of Ukraine "On Operational Investigation Activity" (VD Bernaz, AM Pritula), the Law of Ukraine "On Police »(AM Pritula) and others.
By maintaining scientific links with academic and research institutions, teachers systematically participate in scientific and practical conferences, seminars and symposia on criminal, criminal law, criminology, criminal process, criminalistics, search and investigation activities.
The teaching staff reviews the monographs, prepares reviews for dissertations and abstracts, participates in the certification of scientific personnel within the framework of the work of specialized scientific councils and acts as an opponent. The results of the scientific research of the department are reflected in a series of scientific articles published in domestic and foreign publications and collections, recognized as professional in the legal disciplines, which are in the leading scientific libraries of Ukraine and foreign countries.
The activities of the Department of Criminal Law, Process and Criminalistics are aimed at training highly qualified lawyers who seek professional success, capable of thinking critically, making fair decisions in the interests of the individual and society, ensuring the rights and legitimate interests of participants in criminal proceedings.

The Department of Civil and Economic Law and Procedure of the International Humanitarian University was established in 2006 on the basis of the Department of Civil Law Disciplines.
Doctor of Law, Professor, Merited Lawyer of Ukraine R.M. Minchenko and Ph.D. in Legal Sciences, Associate Professor A.L. Tkachuk contributed to the formation of the scientific potential and organizational formation of the department.

In order to provide scientific and methodological support for the educational process, the teaching staff of the department is constantly working on the development and publication of educational and methodological and scientific literature.

The basic direction of the department’s scientific activity is the work on the topic “Private legal sphere in Ukraine in the context of European integration” in 2012-2017. This research activity has resulted in the publication of monographs, textbooks, methodological manuals and scientific articles by the department’s academics.
In 2013 Doctor of Legal Sciences, Professor Kizlova edited the collective monograph “Certain types of contracts in the modern legislation of Ukraine”, the reviewers of which were prominent civil law scholars Doctor of Legal Sciences, Professor, Academician of the National Academy of Legal Sciences of Ukraine, Merited Scientist of Ukraine V.V. Luts and Doctor of Legal Sciences, Professor, Merited Lawyer of Ukraine R.M. Minchenko; the text-book “Civil Law of Ukraine in additional questions and answers”.

One of the basic directions of the department’s work is holding conferences, scientific seminars, round-table discussions and discussions on topical issues of civil law, family law, civil procedure, economic law and procedure, etc. The lecturers actively participate in organization academic staff and students’ scientific and practical conferences; they are participants in inter-university, all-Ukrainian and international scientific and practical conferences, which are conducted at universities and scientific establishments of Odesa, Kherson, and Kharkiv as well as in СIS countries. The department’s staff members maintain constant ties with reputable legal educational institutions and take an active part in conferences and round-table discussions, which are conducted by Uzhgorod National University, Kyiv National T.G. Shevchenko University, National Yaroslav the Wise Law Academy, Kherson State University, Lviv National I. Franco University.

Lecturers and post-graduate students publish their scientific articles in the journals that are registered in the list of professional editions of Ukraine, namely “Naukovy Vistnyk Mizhnarodnogo Gumanitarnogo Universitetu” (Scientific Herald of International Humanitarian University), “Aktualny Problemy Derzhavy I Prava” (Topical Issues of State and Law), “Mytna Sprava” (Customs Service), “Pivdennoukrainsky Pravnychy Chasopys” (South Ukrainian Legal Papers), etc.
Students’ scientific society “Tendencies of public and private law development” operates within the department’s premises and researches into topical issues of civil law, civil proceedings, family law, economic law, labor law, etc.
Presently, the department trains post-graduate students in specialty 12.00.03 “Civil law and civil proceedings; family law; international private law”: O.O. Manita (scientific supervisor - Ph.D. in Legal Sciences, associate professor L.V. Didenko), A.A. Ovsepyan (scientific supervisor - Ph.D. in Legal Sciences, associate professor L.V. Didenko), V.V. Andriyenko (scientific supervisor - Doctor of Legal Sciences, professor O.S. Kizlova), Yu. V. Hoffman (scientific supervisor - Doctor of Legal Sciences, professor O.S. Kizlova) and others. Kizlova Olena
Head of the Department, Doctor of Legal Sciences, Professor, Honored Lawyer of Ukraine. She graduated from the Law Institute of Odessa I.I. Mechnikov  National  University in 1995 in the specialty "Law" and defended her Ph.D. thesis on the topic"The evolution of the mortgage institution in the context of state formation in Ukraine (historical and legal aspects)" in 1998; in 2011 - a doctoral dissertation on the topic: "Mortgage in the civil law of Ukraine (conceptual principles and legal nature)"; in 2012 he was awarded the title of Honored Lawyer of Ukraine.
Scientific interests: civil law, contracts in civil law, enforcement of obligations.
She has more than 100 scientific papers, including scientific and practical commentaries, monographs, textbooks.

Halyna Ulyanova
Doctor of Legal Sciences, Professor
She graduated from the Odessa National Law Academy in 2005 in the specialty “Law” and defended her Ph.D. thesis on the topic "Copyright protection in legal relationships that arise in connection with advertising" in 2008; in 2015 she defended her doctoral thesis on "Methodological problems of the civil legal protection of intellectual property rights against plagiarism". In 2012-2014, as a researcher, she participated in fundamental research on the topic "Legal problems of copyright and related rights protection against counterfeiting, piracy, and plagiarism". Since 2015, as a research associate, she has been involved in fundamental research on the topic of "Intellectual Property Rights Protection on the Internet".
Scientific interests: intellectual property law, corporate law, advertising relations.
She is the author of more than 100 scientific and methodological publications, including monographs and textbooks.

Didenko Larisa
Ph.D. in Legal Sciences, Associate Professor. She graduated from Odessa I.I. Mechnikov National University in 1997 in the specialty "Law" and has been working at the International Humanitarian University since 2009. She defended her Ph.D. thesis on the topic: "The Institute of the Death Penalty in Ukraine (International Legal and Historical and Social Aspects)" (2001).
Scientific interests: civil law, civil process, civil procedural relations, representation in the civil procedure.
Larisa Didenko teaches courses in the following disciplines: "Civil procedure", "Features of tactics of representation in the civil process", "Ways to ensure fulfillment of obligations".

 Kuzhko Oleksandra
Ph.D. in Legal Sciences, Associate Professor. She graduated from Odessa National Law Academy in 2005  in the specialty "Law" and has been working at the International Humanitarian University since 2010. She defended her Ph.D. thesis on the topic: "Freight forwarding contract" in the specialty 12.00.03 - civil law and civil process; family law; private international law (2008). Scientific interests: civil law, freight forwarding.

Zkhama Antonina
Ph.D. in Legal Sciences, Associate Professor. She graduated with honors from the Law Faculty of Kyiv National Economic University in 2005 in the specialty "Law" and has been working at the International Humanitarian University since 2006. She defended her Ph.D. thesis on the topic: "Court of Appeal's Jurisdiction in the Economic Process", specialty 12.00.04 - Business Law; economic procedural law (2012).

The Department of International Law and Comparative Law of the Institute of National and International Law was established in 2004 and became an integral part of the Odessa Law School, due to the many years of work of authoritative international scholars who headed the department: prof. N.A. Zelinskaya, prof. T.S. Kivalova, prof. T.R. Korotkiy, prof. T.O. Antsupova. Since 2016, the department is headed by Doctor of Law, associate professor Andreichenko S.S.
In 2004, the International Humanitarian University received a license for the right to carry out educational activities in the field of "International Law". Obtaining a diploma in the specialty "International Law" indicates the acquisition of students deep and broad in their range of knowledge and skills and provides young professionals with benefits in terms of employment. The popularity and demand for the profession "lawyer-internationalist" lies in the prestige of such a profession and high salaries.
          The field of scientific interests of the department staff covers the main areas of International Public Law, International Private Law and European law.
The staff of the department are skilled in innovative approaches to the study of International Law. From 2004 to 2017, a large number of teaching aids ("International Humanitarian Law", "International Public Law", "International Security Law", "International Law of the Sea", "International Copyright Law", "International Legal Liability Law ", etc.), textbooks, monographs, numerous scientific articles and theses were published.
          The tradition of the Department of International Law and Comparative Law is the organization of the annual international scientific and practical conference "International Law: de Lege Praeterita, Instante, Futura". The thorough understanding of the most pressing problems of international law, European Union law and comparative law, the dilemma of harmonization of Ukrainian legislation with the Law of the European Union and the implementation of international legal standards in the legal system of Ukraine are on the aganda of the annual international scientific and practical conference "International, Supranational and National Law: Convergence Problems ".
    The priority task of the department is the organization and management of student's scientific activities. Teachers of the Department are involved in preparing students for international law competitions, including: Telders Moot Court Competition, Jessup Moot Court Competition, ELSA Moot Court Competition WTO Law). The most acute problems of International Public Law, European Union law, and Private International Law are discussed within the framework of circles held by leading lecturers.
     In 2017 the postgraduate course on the department was opened on specialty 12.00.11 - "International Law".

In 2007, according to the decision of the Academic Council of the International Humanitarian University, a new department was created - the Department of Constitutional Law and Public Administration, which became part of the Institute of National and International Law. The department provides teaching of fundamental and special legal disciplines for students of the Institute of International Law and Economics and Economics and Law College: "Constitutional Law", "Constitutional Law of Foreign Countries", "Administrative Law", "Administrative Procedural Law", "Administrative Proceedings in Ukraine", "Financial Law" "," Tax Law "," Trial Accounting "," Local Finance ", etc. The first head of the Department of Constitutional Law and Public Administration was Doctor of Law, Associate Professor Andriy Yosypovych Ivansky, later - Candidate of Law, Associate Professor Denis Volodymyrovych Kravtsov. Since April 2016 the department is headed by Doctor of Law, associate professor Alla Stanislavovna Nesterenko. The Department of Constitutional Law and Public Administration is intended to facilitate the training of highly skilled staff of modern lawyers, experienced specialists in constitutional, administrative, financial, tax and banking law, which are widely sought after by large, medium and small business organizations, non-profit organizations, higher educational institutions, and state structures. There is a scientific student circle at the department that helps students take their first steps in research of Constitutional, Administrative and Financial Law. The results of scientific research of the department are contained in a series of scientific articles published in national and foreign journals and collections which are kept in the leading libraries of Ukraine. During 2016-2017, the department had two collective monographs published: "Public Policy Principles of State Policy in Ukraine: problems of theory and legal regulation" (2016) and "The process of modernization of the system of public administration: constitutional, administrative and financial aspects" (2017); Textbook "Judicial Accounting"; Methodological guides for courses: "Administrative Law", "Constitutional Law of Ukraine", "Constitutional Law of Foreign Countries", "Tax Law" and "Methodological Recommendations for Writing Theses for Bachelors and Masters on Specialty 081 Law". In 2004 she defended a thesis for a Candidate degree in law sciences on the topic: "Legal principles of formation and use of local financial resources in Ukraine". In 2007 she became Associate Professor of the Department of Administrative and Financial Law. In 2015 she defended her doctoral dissertation "Financial System of Ukraine: Legal Characteristics and Legislative Regulation". In 2016 she was appointed Head of the Department of Constitutional Law and Public Administration of the Institute of National and International Law of the International Humanitarian University. Nowadays she teaches the cycle of financial and legal disciplines. She is the author of more than 80 scientific publications. Berezovska Svetlana Vitalievna is Candidate of Law, Associate Professor. In 2011she graduated with honors from the master’s department at the Judicial and Administrative Faculty of the National University "Odessa Law Academy" (OUA). In October of 2011 she became a postgraduate student of the Department of Administrative and Financial Law of OU "OYA", and in 2012 she was appointed an assistant of the same department. In July 2014, she defended a dissertation for a Candidate degree in law on the topic: "Legal regulation of financial activities of local self-government bodies". From September, 2015 she was transferred from the post of assistant of the department of administrative and financial law of OU "OYA" to the post of assistant professor of the same department. In September 2016, she was appointed Associate Professor of the Department of Constitutional Law and State Administration of the Institute of National and International Law of the International Humanitarian University. Ignatenko Vitaliy Ivanovich - Candidate of Law, Associate Professor. In 2000 he graduated from Odessa Institute of Internal Affairs. In 2005 he defended a dissertation for the degree of a candidate of law on the topic: "Organizational and legal issues of the duty of the regular sections of the city council of internal affairs". In 2006 he was appointed Associate Professor of the Department of Administrative Law and Administrative Activity of the Ministry of Internal Affairs. Since 2008 he has been working as Associate Professor of the Department of Constitutional Law and Public Administration of the Institute of National and International Law of the International Humanitarian University. Golovchenko Mykola Feliksovych - Candidate of Legal Sciences, lecturer of the Department of Constitutional Law and Public Administration. In the year of 2011 he graduated with honors from Odessa State University of Internal Affairs, specializing in Jurisprudence. In 2015 he defended his Ph.D. thesis in specialty 12.00.01 - Theory and History of State and Law; The history of political and legal studies on the topic: "The Cultural Function of the Contemporary State". He teaches constitutional and administrative law. The sphere of his scientific interests is the legal and organizational cultural policy supplying of the modern Ukrainian state. He is the author of more than 30 scientific works. Kachuriner Viktoriya Lvovna - Candidate of Legal Sciences, Senior Lecturer of the Department of Constitutional Law and Public Administration. In 2011, she graduated from the International Humanitarian University and received a Master's degree with honors in "Lawyer-Internationalist" qualification. In the same year she entered the postgraduate study at the National University "Odessa Law Academy". The theme of the dissertation study in specialty 12.00.11 - international law "Legal regulation of environmental policy of the European Union in manufacturing" was defended in 2016.
